Because, practically everything has touched water at some point. Like, all types of drinks and stuff have water in them. And like, I'm sure that all types of plastic and rubber use water somewhere. So there's really no way to come up with a substitute for water because practically everything has water in it.

For some purposes there is. For example, clothes are sometimes washed in perchlorethylene instead of water.

If your question is why evolution did not give us plants an animals that use something else than water for its body fluids, my guess is that it's because water is a superior solvent for the compounds necessary to build up complex molecules: carbonates, nitrates, sulphates, phosphates and carbon dioxide. Later in the evolution, oxygen was added to the list. Of course, the fact that water covers 70% of our planet was important as well.

Nice topic for a science fiction story, btw: imagine how life would be like id it evolved on a planet with oceans of some other liquid.

What would be the point in finding a substitute when 2/3 of the planet is covered in the stuff ?.

Technically there is: Coke, Pepsi, Fruit Juice, Milk, Beer, Wine, Flavoured Water, Purified Water, etc. But all of these are either products of water, or are produced by animals who drink water. Unless there is some sort of miracle drug I never heard of, the human body cannot go without adequate amounts of any sort of drinkable liquid for more than 2 weeks, and most people can't even deal with that length of time.

You can buy dehydrated water - just add water.

Water has unique chemical properties that make life possible. It has a much higher melting and boiling point than other chemically similar compounds like H2F.

Water is one of the basics needs for survival. There is no manmade subsitute that even comes close. God did it right the first time around. Recipe is perfect.
