hmm... She either only likes you as a friend or she's trying to avoid that cuz it could get in the way of ur friendship or she's afraid to admit her feelings for you,or shes not interested in having a relationship/ going out w/ someone or simply shes not interested
Does ur/her friend say she likes you( like more than a friend?)
cuz if so then she might be afraid to admit her feelings.. etc...

Turned down at first instance does not always prove that she doesn't like you, give another try may be she will change her mind.
