No, they don't. A complete physical by your vet is a must. Neutering/spaying will help. Hormones may be playing a huge factor here. Otherwise, look into obedience classes. If it's true aggression, find a reputable animal behaviorist.

Dogs are just like human. Are you still the nagging crying baby like when you were 10 months old? I am guessing your dog is going through adolescene if you get him as a puppy 11 months ago. Dogs in adolescene will go through a "power struggle". they want their own territory, and they will test your boundary in order to throw you off your "leader throne". Some people might refer to those behavior as aggresive, but it's actually not harmful if those behaviors are handle properly. You need to assert yourself as a leader, and not let him cross the line. I can give you some tips if you need, just post another question.
If your dog is not a puppy, it's still possible for their behavior to change after a while. Behavior can change due to various reason for adult dogs. Maybe he has been through some trauma that you don't know about(i.e.: got kicked by kids when you are not around), or sometimes he just saw the opportunity to become the pack leader. It will be great if you give us more information about the situation.
there is only a slight chance of dangerous change of behavior could happen after 11months. Some dogs are borned with aggressive behavior, and they can't hide that for 11 months. If you have a good dog for 11 months, he most probably is a good dog afterall.

If you make sure you let the dog know that you are the leader, he should listen to you. But you have to start right from the begining. I have had many shepherds, and I made it a point to make them well socialized, and to make sure they knew what I said was going to be inforced. If you tell them to do something, make sure that you make them do it, no mater how many times it takes.

well every dogs different but my friend has a a german shepherd that is 2 years old, it is the sweetest thing and has never shown agression.
