I am using firewire port on my laptop to transfer video to pc and then transfer it in a vcd format in a cd. the quality of the picture is very poor in the vcd when i am watching it on tv. i am using the software - motion dv to transfer video. can someòne tell me on how do i transfer a good quality picture in the vcd format

You will have to raise your capture resolution- But understand, the higher you make the quality of the VCD, the less time you will have on the disk. Typically for a good quality picture it will reduce your time on the CD to about a half-hour.

first, vcd format is really poor in quality especially on footages with poor lighting.
second, you might have captured the video on preview quality. You need to transfer at full dv quality!
lastly, shooting the footage is also a factor. the 'cameraman' should at least have a background on how to shoot a video - basic one is have good lighting on the subject, correct panning; another is setting the camcorder correctly, etc...

now, after correcting all of those, you can have a good quality video even with vcd format.
