Forces is a term used to denote the entire operation for example..US Forces.
Troops is a term that denotes Army soldiers...
for example...3000 troops were moved today by the US Army into Baghdad

Troops come from the fact that it was a small group of people. Usually people in command or even supervisors refer to there soldiers as troops.

When it comes to a force, that is referring to everyone over in the desert. No matter the country that they came from...

Everyone is in some way or another going to fall under both categories.

Forces can be Naval, Air Forces or Artillary

Generally speaking they are synonyms. They are both very general terms and use probably varies with different speakers. Treat them as meaning the same thing.
