they might delay it but they cant refuse her unless she has a criminal conviction which violates one of a couple that you can find on their website.
go to the DHS and enter a 'how to become a citizen' there is a list of what you can do to be unable to naturalize. good luck

Chances are still good as long as she was phsically present in the US, with intent to remain a permanent resident, for the amount of time required by the naturalization rules.
