IYou need to put your dogs inside a large kennel run or a fenced yard if you have one. You are risking losing your dogs to not only the forest rangers who will pick them up, but also to any campers who might harm them. If you care about your dogs you shouldn't let them run loose anyway. Do consider.

Unless you confine your dogs you will be fined all time and eventually one day your dogs will be taken to the pound and killed. Nowadays there are leash laws and even though you'd like your dogs to run in the woods and hunt-what if they come across a bear or wildcat? you are obligated to follow the law whether you like it or not. I'd pay the fine for you've been warned and if you don't pay the fine then you can end up in jail. If you love your dogs the be responsible and keep them confined and safe from future harm.

Of course you have to follow the laws that prevail and having an attitude like you describe is not going to help you one bit, but can cause more difficulty for you, like higher fines and even jail time. It's nice the ranger is warning you so many times. My cousin was given one warning about barking, then told fine was $50 next time, then $100 and up $50 increments, then jail. I spent much time training my dogs not to jump the fence, more because of my fear for their safety. I saw Animal Control person nearly everyday, but she was nice and understanding, as she knew all that I was trying to do to keep them corralled. Your dogs sound more interested in "hunting" people and scraps than running and hunting in the woods.

i would not chain your dogs up because i have had 2 dogs strangle to death from it. but you do need to get them a fenced in yard, or buy a dog run (around $200), or you could also get them an underground fence (around $150). you put the fence under the ground, and if your dogs try to step over the buried fence, they will slightly be shocked, and learn their surroundings they are given. it is up to you, but if you dont want them to be taken away, have someone hurt, or steal them, have them run off, or bite somone, get hit by a car, or whatever. then you need to get them some type of fence or something very soon.

The law applies to you too. The rest of us don't want to be mauled and harassed by your dogs and don't want them picking fights with our pets. And people who are camping in the woods deserve to be able to go camping or hiking in peace without someone's mangy mutts harassing them. There's more than just you in the world.
