She's wrong. A penis was in her vagina. She is no longer a virgin. Not all women bleed. And why is she afraid? She made the decision to have sex in the first place. Now she gets to make the decision when she'll have sex again. It's not like she turned into an instant sluut.

OK, your girlfriend needs to calm down. If she's not ready for sex then she should wait! If there was penetration at all during their few minutes then yes she's lost her virginity. But if he didn't get it in, then she's still a virgin. When the time is right for her, tell her that she'll stretch enough for the man she's with, but they both have to be patient.
