If he's asked you out three times and keeps canceling...either he really does want to see you because he has asked you 3x's or you're just a back up plan. Try this, make plans just not with him, but if he asks you out just let him know you have things to do, but that when he's ready to call you and you'll let him know where you are, this way you'll never be sitting around waiting for him...and when he wants to see you it'll be at your location and on your time, not his.

Ditch him. Three times is way too much. If he is really into you, he would find a way to keep one of your "dates". Plus, if he can't find a way to make it to your dates now...what about later when the "newness" of a relationship wears off? Guy sounds like a loser.
