Well history shows that India is stronger,they fought 4 wars among them and India won all the 4.So military wise India is any day stronger than Pakistan.

Difficult to decide...they both have the same tactics : learned by British and developped with the years.
Weapons : both have some hi-tech weapons so I think it would be to the country that can :
1. Support the longer a war of attrition.
or
2. Use the best tactics.
OR
3. Use a WMD with a devastative effect.
