Most scholars agree that one of them will certainly be Elijah and the other one will probably be Moses but might also be Enoch who like Elijah was translated to Heaven and did not see death.

Luke 9:29 And while He was praying, the appearance of His face became different, and His clothing became white and glistening. 30 And behold, two men were talking with Him, who were Moses and Elijah, 31 who appearing in glory were talking about His decease which He was about to accomplish in Jerusalem.

Matthew 17:10 And His disciples asked Him, saying, "Why then do the scribes say that Elijah must come first?" 11 Jesus answered and said to them, " Elijah truly does come first, and shall restore all things. 12 But I say to you that Elijah has come already, and they did not recognize him, but did to him whatever they desired. Thus also the Son of Man is about to suffer by them."

Genesis 5:24 Enoch walked with God, and he was not, for God took him.

One of the reasons Moses is favored over Enoch is that the powers of the two witnesses were given to Moses and Elijah and also because these two men are symbolic of the Law and the Prophets.

Revelation 11:3 And I will grant authority to my two witnesses, and they will prophesy for 1,260 days, clothed in sackcloth." 4 These are the two olive trees and the two lampstands that stand before the Lord of the earth. 5 And if anyone would harm them, fire pours from their mouth and consumes their foes. If anyone would harm them, this is how he is doomed to be killed. 6 They have the power to shut the sky, that no rain may fall during the days of their prophesying, and they have power over the waters to turn them into blood and to strike the earth with every kind of plague, as often as they desire.

2 Kings 1:10 But Elijah answered the captain of fifty, "If I am a man of God, let fire come down from heaven and consume you and your fifty." Then fire came down from heaven and consumed him and his fifty.

James 5:17 Elijah was a man with a nature like ours, and he prayed fervently that it might not rain, and for three years and six months it did not rain on the earth.

Exodus 7:20 Moses and Aaron did as the LORD commanded. In the sight of Pharaoh and in the sight of his servants he lifted up the staff and struck the water in the Nile, and all the water in the Nile turned into blood.

However, there were two men in the Old Testament who were snatched up to meet the Lord in the heavenlies. Enoch walked with God, and he was not, for God took him. Now it was a form of the Rapture, but it wasn’t really the Rapture, because he’s on the other side in his old body. It was not changed as he went up. And then in 2 Kings 2:11, Elijah went up by a whirlwind into heaven, but he’s still there in his body. All the others are there as spirits, to be absent from the body is to be present with the Lord, 2 Corinthians 5:8. And James teaches us that, chapter 2:27, as the body went out, the spirit is dead, because that sprit is with the Lord. So it’s a total heaven, full of spirits, even the angels, except these two bodies, and they come back, and they are the two witnesses of Revelation chapter 11. And in verse 12, after they’ve been killed, because the crowds don’t want to hear their preaching, they are caught up into heaven.

As it's said in the OT (in fact, the last sentence of the OT).. Elijah must come first. They were right!

El Báb and Bahá'u'lláh are the Twin Manifestations, the twin trumpet blasts spoken of in Revelation. El Báb ("Elijah") was the first of these Manifestations of God, and was the Herald of Bahá'u'lláh, "Him Who God Will Make Manifest." Finally, Bahá'u'lláh - that is, Christ returned - is the 2nd trumpet blast, the New Adam. He is the Promised One in all the world's religions, the fulfillment of prophesy, including time prophesy. Edit: As for the prophesy below, 1260 is the year in the hejira when El Báb proclaimed himself to be the Manifestation of God. This was 1844 in the Gregorian calendar, the beginning of the Bahá'í Era!!!

god said i will give power unto my two witnesses and they shall prophesya thousand twohundred and threescore days clothed in sackcloth these are the olive trees and the two standing before the god of the earth and if any man hurt them fire proceedeth out of thier mouth and devoureth their enemies andi f and man will hurt them he must in this manner be killed these have power to shut heaven thati t rain not in days of their prophecy and have power over water to turn them to blood and to smite the earth with all plagues as often as they will and when they shall have finished their testimony the beast that ascendeth out of the bottenless pit shallmake war againgt them and overcome them and kill them

I have multiple personalities. Two of them are the two witnesses you speak of. The rest are athiests, satanists, and clinically depressed psycopaths. I should be on TV... what a reality show I would be!
