it is so called because it is smaller than the usual size and it is served like popcorn. when you would get two big pieces of chicken for a particular price you get plenty of the popcorn chicken in a bag like popcorn and it looks like popcorn, plenty stuffed in a bag.

In KFC they call those popcorn chicken it looks a bit spicy.
