I know there are a number of ways you could go through. Social services will have any records, and I think you'd be entitled to see them, also if the child is now a grown up thier name would be held on electoral role, or if you have any idea of where they would have went that would narrow the locatation, But instead of trying all the hard ways Id contact social services first as they will have records of all children taken, they can even pass on letters etc from yourself through them if they dont want to pass the info on.

People search, maybe. Also, classmates.com could be an option. If this is your own child, you should hire an attorney and go through missing persons.
