It is definitely Thai. However, there is a very slim chance that it is one of the minority languages of Thailand that have been rendered in the Thai alphabet. While most of these languages have used the Roman alphabet for their writing system, there was an effort about 30 years ago to develop writing systems for them that are based on the Thai alphabet.

Definitely Thai because I have the handwritten check from a Thai restaurant I visited last week and the writing is exactly the same when the server took my order.
