I don't own a cell phone, but I have a short story about what you are asking.
I was at this bar and soon had to go take a whiz. Just as I was about to do my thing I hear this guy in the stall say "How you doing ?" I looked around and said "Doing okay how 'bout you ?" I then hear him say "Where are you calling from ?" Damm, he wasn't talking to me...he was on the damm cellphone. I left as soon as I could. I told this story to my friends there and they all cracked up.
True story.

NEVER. That is a very good question, considering the appalling lack of etiquette in this country concerning the proper use of cell phones. It's bad enough "we" (those of us that are considerate of others, especially in public places) are "forced" to endure the mindless yakking of others, when we are simply going about our lives. A public "restroom" is just that.. a restroom. Not a phone booth. (Consider the echo, flushing sounds, water running, etc.!)
What, really WHAT could POSSIBLY be so important, that a person would engage in a phone conversation in of all places, a public restroom?
What makes people think that's OK?
Think of It this way... these people do not "think" period.
It's NOT OK. It clearly demonstrates a profound lack of education, courtesy, consideration, and commom sence.
The hallmarks of an intellgent, compasionate human being.
Pure and simple.
Rather sad, is It not?
I'm shopping at the grocery store the other day.. waiting patiently to pick up an item in the dairy case... why? Because this "person" is just standing there, blocking the door... "yakking away" about "he was all like", and "she was all like"... and "I was all like...." on their phone, completely OBLIVIOUS to their surroundings... no different than a restroom, or a restaurant, movie theater, etc.
None of these people are reporting a crime to the police, a fire, their car was stolen, kid was missing... just selfish crap that can be saved for another time.
The answer is clearly NO!
People, please think about others!
We don't need to hear the word "like" repeated every 3rd word!
As for me... if I hear a flush in the background...
I've made a poor choice in friends!

I've never talked while USING a public restroom, though I have ducked just inside the bathroom door (not an actual stall) to answer an important call and quickly say I'd call them back. Public restrooms echo. LOL And I know when I've heard someone else talking on their phone in there, I either thought they were talking to me. (Very embarrassing when I answered them...) or that they were nutso. Realizing they were on the phone didn't come till they got out of the stall and left (without washing their hands).
"What makes people think that's ok?" Is the better question. My guess: the same thing that makes them think talking on the cell at the dinner table, in a restaurant is ok. Or that no opening the door for someone with his hands full is ok, that flipping someone off is ok, that cussing someone out is ok, that baring their butt crack/breasts/insert other should-be-hidden body part here is ok. Degradation of etiquette and morals. That's what makes them think it's ok. When things like oral sex and flatulence have become table conversations, it doesn't seem so weird to talk on the phone with someone while doing your business.

Pubic restrooms are dirty smelly places and prone to rude noises beyond my personal control. The acoustics are really lousy so you can hear the conversation in the next stall much better than the person on the other end of the phone can.

Well if you are sitting down and aren't talking about something sensitive like a client's cheating on his taxes and his wife, then the only problem is having the phone drop in the toilet while you are trying to wipe with one hand. Just put it on speaker phone and set it on the floor till you get your pants up.
What's wrong with you, do you think it's OK to miss a call?

oh good lord no. i was at work the other day, in the bathroom and i thought the lady in the next stall was talking to me! creepy dude. i mean - how do you explain to the person youre talking to what the sound was in the background when someone else flushes??
places cell phones should not go (or should at least be silenced for):
bathrooms
sit-down restuarants (if you must answer, go outside and take the call)
church
school (teachers and students alike)
the theater (plays, musicals, etc)
movies

Umm, no. I don't like my callers listening me use the restroom and I assume that they would prefer to not hear the public use it either. Only my personal opinion, but should I happen to call you while you are in a public restroom, please allow me to leave a message!

I have before, but I've never called anyone. It'd be kinda rude to call up a friend and be all like "Hey, I'm in the bathroom takin' a piss. What are you doing Saturday?" I don't know what the deal is with people that do that. It's totally distateful!

It's not ok!! Do people eat without washing their hands after going to the toilet? it's pretty much the same thing, we put our phone near our mouth and face, i wouldnt put my face in the toilet to talk to anyone, so if i'm on the loo when the phone rings they can wait and i will call back when i am finished..
