I have a better idea - lets send the creators of the conquests and their supporters to a life-long "vacation" to their paradise where they will be met with flowers and dancing in the streets. They can even run for president of those two countries(should they survive the local politics).

Oh sure, lets make terrorism their state motto...oh wait we want to bring all those welfare cases into an allready overburdoned system? While it would be nice to actually be able to tax the cocain fields and the labs which addict 40-60% of our work force yearly, is our goverment smart enough?
