I don't know if its what your taking about but my grandma always makes them by mixing P.B and powdered sugar until its a thick consistency where the P.B doesn't stick to your fingers when you touch it. Then she rolls them up and slices them (you can also roll them into balls) but she makes them like candy. Anyway.. she rolls them into a snake and then slices them. Then she puts them in the fridge for a few hours until they are hardened. She doesn't use choc chips though. Sorry. But they are oh so good!

Ok I have a recipe that does not have the condensed milk in it but you can put the choc. chips in. IT is
2 cups peanut butter (1 regular jar)
2 cups white corn syrup
2 cups confectioner sugar
2 1/2 cups powdered milk
Put all ingredients in a large mixing bowl and mix well. You can add the choc chips anytime but would be easier to do so after you have mixed everything up first. Use a regular spoon and spoon out and roll into little balls. Place on a wax paper covered cookie sheet and place in fridge or freezer to harden. These are great my kids eat them up so quick I need to have stock in the ingredients and my kids refuse to eat PB sandwiches so this is a good way to get a little extra protein etc into them by the way of a after school snack.

I have a very quick recipe for peanut butter ball centers. Mix equal parts peanut butter and marshmallow fluff. When you stir it together it makes a peanut butter dough that won't stick to your hands and is easy to form. I usually use a bit more peanut butter than fluff, because I like mine really peanut buttery.
