I guess I learned something new today because I was a bit stunned at the question too- I was about to ask #1, how does a new car dealership let you drive off the lot without plates and #2 how can you have a driver's license and not know where to get plates.
But now I see that I am more ignorant than I thought you were.

Out-of staters attempting to answer this one - WA does not have a "DMV". So, let me try...
Department of Licensing usually does not sell plates in WA directly to the public. If you bought from a dealer they should handle this for you. If not, look in the phone book under "licensing agents", most larger towns have at least one. Same place you get your tabs every year.

I've actually lost the will to speak or move for about 5 minutes after reading this question. Try a registration service if there's no DMV, lot's of states are eliminating DMV, too costly. A lot of states are leaving it to private industry and then just reaping the benefits (money), Good Luck!!!
