Might be some other dermatological problem altogether. Bring her to the vet for a proper assessment.
Also, stress and anxiety can be another factor, and so can an unbalanced diet. Ensure that there's nothing stressing her out (predators, excessive noise, cage unsheltered from direct sunlight or wind, excessive teasing from anyone at all, unclean water supply or cage), and that her diet is a well-balanced one suited for finches.
At any rate, a trip to her vet should let you know exactly what's causing this problem.

Get something from your vet to treat it. Mites are sometimes difficult to kill, and the wrong medicine could cause an alergic reaction, making the feather's fall out.

there is two possibilities
1. stress
2. mites. The cage might need a good cleaning. Also, get some medicie that has an eye droper and put it in the bird's bath water.

take her to the vet, if you already did, buy a jacket or something
it'll be hard to find, but if its so horrible to see, you'll at least try.

Has she got a male with her? If she has it is because he is constantly trying to mate.
