No, all hair falls out at the root unless it's breaking off. You can still grow hair there, the scalp lets it fall out as a new one comes in kinda like teeth. you loose 70 to 100 hairs a day on average.

No, because the cells that cause it to grow there in the first place are still alive. The "root" just anchors it inside the skin. Hairs naturally fall out by the root when they've grown enough. Science is still trying to figure out what this "long enough" signal is.
Hair will not grow back, however, if the cells that generate the hair die. This is accomplished through electrolysis, basically giving the cells an electric shock treatment. It has to be done many times to be successful.
Then, some cells just die on their own, as is the case with baldness.

No, it just means that there's a chance that the trend will continue unless you do something about it. By simply stimulating the scalp, folicles can grow hair. If this doesn't happen, then no the hair will not grow back. Comb/ brush your hair more often, take pills (rogaine). Just don't continue to let your dome get shiny.

This is a question everyone misunderstands. You will NOT grow back only if the hair and the hair follicle is pulled out. The hair follicle is the part that is important. It grows the hair, without it your hair wont grow back.
