Is he left alone a lot? If he's often left alone, and doesn't have the opportunity to use the bathroom...
Really, you shouldn't be the one dealing with this. How old are you? Are you babysitting him while this is happening? If that's the case, and you're in charge, you need to tell you parents that this is what he's doing - it might be a stress reaction to him being left with you, especially if you've just started being left with him.
Don't worry about it too much (unless there's some kind of abuse going on, in which case go and talk to an adult you trust about it) just try to get to him before he gets into it, tell him gently and firmly that he needs to use the toilet and that that's where the poop goes. Then distract him with something else. Sometimes kids use bathroom issues as control - don't make a big deal about it, but make sure you get your parents involved.

Playing with feces is not healthy, but it can be something children do out of natural curiosity about their world. Just treat it as you would any other behavioral issue. Tell him it's not OK to do that, have him wash his hands, and move him on to another activity. Don't give him lots of lecturing or he might think it is a super BAD thing to do -- and ironically, that could make him want to do it that much more! Just quickly redirect him and make sure he is clean and safe, and that is the best way you can show your love for your brother.

Your brother is 4 years old an he's playing with poop? Your mom should be responsible for that, not you!! Let your mother know that what he's doing is NOT apporpriate and something needs to be done. He'll grow out of and he'll realize that not only is it unsanitary, it is disgusting.

At age four yeah, he has a problem. Is he being abused?
He needs to be made to clean it up.
How old are you? No decent parent should make a sibling clean up such disgusting stuff. They are also abusing you . Call child abuse in your state, tell your teacher, or doctor , grandparents..

are you talking about doo doo or poo poo or cah cah maybe? If he is under 2 yrs old and played in his poop, that happens...gross as it is. Someone needs to be taking better care of him, changing him more often.
If he is older and doing that, get help.

well i know my dog his name is Q . He has a brother, and his brother EATS his own boo-boo. Consider yourself lucky. But if the problem continues try talking to a school counselor.

The only thing I can tell you, in my mother's sense would be right, is that he's a little boy. Your mother should punish him every time he does it, and you shouldn't have to be the one to clean it up, that would be your mom's job, or dad's.
