Normally, temperatures for newborns (3 weeks is still newborn) should be between 97.6-99.5. Newborns will need an extra layer of clothes (one more than what you would wear) and they lose heat through their head and feet, esp if you are in a cold climate.

98.6 but don't worry about body temp. Slight temperature is a way the body heats the body to fight infection. How does the baby feel. I have a 23 month old and I have never taken his temperature. I can tell by feeling if he is burning up or not. IF he is, I put him in the bathtub in tepid water. I dry him off real good, change his sheets and put him to bed. People worry too much.

Babies temp should be 98.6 or somewhere in that range. Babies at this age tend not to run fevers and so do not need to have their temp taken.

It depends on the child but usually it should run at around 98.6, but if it is one degree lower or higher that is fine also.
