while every school has its own rules, i have never heard of one not allowing you to take final exams unless you were failing so badly that you couldnt possibly end up with a passing grade. being suspended would probably be another reason. check with your district schoolboard to find out the school policy, then if you have questions, you can contact the state board of education

If some rule of the school has been violated (drugs on campus, drinking at the prom), I think they can. Talk to your lawyer.
