You have 2 ways to do this.
1- upgrade windows 98 to xp without formatting windows xp will save your files in a folder and gives you chance to name the folder, But remember only files you typed or photos but installed programs you have to reinstall them
2- find your self a software to re size the partition shrink the partition as small as you can to create un formated space on the hard drive then partition that space and format the new partition. now you have a hard drive made
into two hard drives install windows xp on the new partition
when you start your computer you have the choice to start windows 98 or windows xp.this way you have two operating system on your computer and you did not lose any data.
by the way you could use a software called partition magic to dothis, or partition manager, look for a software like this using google search engine.
Good luck

There is a simple solution to all this. Since both windows 98 and xp are by the same company (microsoft), you can buy the perferred OS that is higher than 98. These OS 's are expensive, but I do have a website that will tell you all about it. What you need to do is save the files to a USB flash drive and keep them in there untill ready. After that, install the OS (microsoft xp media center, professional, home, etc. . . ) go to: http://www.microsoft.com/windowsxp/default.mspx

firstly get an xp disc.. best to get legal copy.. they are really cracking down on people using the illegal version and have been sending messages through to their pc's (they manage to do this via the windows updates) .. and using the illegal copy you won't be able to important critical windows updates anymore, if you don't want to get caught.
secondly put the disc in and install..that's easy enough..BUT YOU WILL LOOSE ALL YOUR DATA
So.. best thing to do is try and save what you can..files/data/ etc why not buy an external hard drive or put what you can onto discs to transfer. email wise..if you have funny emails and stuff you want to save..and these are on your ISP's email (as opposed to yahoo/msn etc)... set up another email account to forward all your funnies too and then you'll be able to retrieve them once xp is on.. and transfer them back.
i have always used xp and now have xp media.. it's kewl..it's great for media basically... music etc..
back up your files.. and do it.. you'll prefer it!
the only site i can give u is listed below.. but not sure how much info that will give you...but may give you contact details for microsoft etc. good luck!

I would remove your current hard drive as is, put in a fresh new hard drive, install XP on the new hard drive, then pick up a external USB hard drive enclosure, attach the old hard drive to it and plug it in to your machine's USB port. you can access your old files and folders. Just make sure you install the actual programs that run the files on your new XP drive (like Word or Excel etc.)

You can install XP on top of 98; it won't delete any of your files, only OS files.
