Feathered isn't a cut, it's a style. You comb them a particular way to get them to feather. Layered hair feathers very well.

Wet hair, comb your bangs together on your forehead, grab them and twist them really tight and cut a little at a time, release them to see the length, if you need them shorter then twist them again, and repeat this until you get the length you want. Remember, wet bangs will shrink so leave them a little bit longer to allow them the shrinkage.

You go to a salon and ask them. Dont cut your hair at home. You will end up with something you dont like and you have to live with til your hair grows out.
