As you approach a town to attack it, first offer its people terms for peace. If they accept your terms and open the gates to you, then all the people inside will serve you in forced labor. But if they refuse to make peace and prepare to fight, you must attack the town. When the LORD your God hands it over to you, kill every man in the town. But you may keep for yourselves all the women, children, livestock, and other plunder. You may enjoy the spoils of your enemies that the LORD your God has given you.

It's not that he approves of it but that was actually standard practive across all cultural borders at that time. Maybe he told his people to behave in this manner because he knew if they didn't, they'd be perceived as weak by other cultures and thus continue the warfare.

God has given us free will and thank goodness murder, rape and slavery are no longer approved methods of conquering a town (at least in America. Unfortunately, that's not the case in third world countries).

God does not approve murder, rape, slavery, and everything else goes against the Ten Commandments, at least, and there's more then only the Ten Commandments.

Individual humans make choices and they are the ones who either go against God and the Ten Commandments, or they choose to stay with God and within the Ten Commandments.

The people who were destroyed by Israel got the opportunity to repent long before Israel got to them. There was always some evidence of God's existence that were aware of Him. However, if people do not repent of their sins, God would allow the consequences of their sins to come upon them. That's why different nations were destroyed by Israel. However, you will never find in the bible where God told Israel to rape anybody.

I doubt God approves of such behavior and would rather we use such newly acquired resources for His glory. But He has given us free will to do as we please and probably knows a good many of us will F it up.

That's where that whole "forgiveness" thing comes in.
