When they show the tv leaderboard, some players scores are the same and they place the well known players above lesser known players. Is this the policy or is it just arbitrary?

Bigger names are put first, to help draw attention to the tournament, and thusly, increase the ratings.

They show the biggest names first when more than one player is at a certain score. That is why you will always see Tiger Woods' name or Phil Mickelson's name ahead of anybody when they have the same score.

goes by who gets in the clubhouse first with that score - 1st in is 1st on the board.
