You must be kind of young.
Years ago, all glass bottles were returned for a deposit. They were sent back to the factories and refilled.
So when they stopped doing that, they started putting No Deposit or No Refill on them.... and some still do it.

Years ago Coca-Cola had the small glass bottles (still do), you use to could take them back to the Coke plant and they would refill them for you for a quarter. Sometimes the old timey Pharmacies that had the soda fountains in them would also do it. Some companies may still do the refills up North, and so different parts of the country have different labels.

In some countries they want you to bring the bottles so they can recycle the bottles, but they dont actually refill the bottles but give you new ones. Some states here also have you bring the bottles back and give you .05 cents for your empty bottle.

I think it means that the bottles can not be refilled by the manufacturers since they don't meet certain health and safety codes. If they're returned for deposit they go straight to the crusher and new bottles are made

That's for restaurants. My parents own a coffee shop and it says that on the glass ketchup bottles for each table. It means that we can't just buy one of those large cans to refill the bottles, we must buy new bottles that already have ketchup in them.

could means : that bottle should not be refiled by the producer and re-package and re-sale. in my country, some products container must be recycled. the washing and refill method is prohibited.

in the past bottles were recycled and refilled at the plant instead of melted down and recycled that way.

Because the plastic that some bottles are made of degrade quickly, and the plastic can leach into the liquid once the original contents are emptied. Nasty, huh?
