The problem is there's lots of noise. Can you not read?

Err, if there's a great deal it's probably easier to try and retake the photo. Otherwise perhaps the smudge tool could work...

You could go the hard road and remove the noise pixel-by-pixel.

Depends on the picture really.

Ie whats the probelm with the photo .

Then people may say use tool A this way and do that to sort you out...
