they probably figured that all the people lazy enough to eat frozen pizza are too lazy to wait for the oven to preheat, so they include the preheating in their cooking time that is instructed

My thoughts would be because it is frozen, when the oven
warms up so does the frozen product.
I purchase half baked pizza from my local 'favorite' Italian restaurant, freeze them - then defrost overnight in the fridge.
Then I place it in a HOT OVEN. Tastes great, Works great !!

The ramp up temperature (rising temperature of the oven) allows the pizza to thaw and the last part melts and browns the cheese.

I suspect that the pizza dough needs an opportunity to rise a little; a gradual increase in heat will produce that opportunity whereas immediate heat would simply start cooking (which would make the crust virtually inedible).

I see you have some good answers here. I don't know if they are correct. I always wondered this too. I sometimes pre-heat just for fun. It has never made any difference in the pizza.

The frozen pizza placed on a hot rack can cause the quickly melting ice particles to spatter on you. The pizza companies are trying to prevent you from suing them if you get burned. Too many Lawyers, too many dumb people looking for easy ways to get money I guess.

because you only need to preheat the oven if your cooking something for more than 20min. anything less you do not need to preheat the oven.
