See about getting your Top Flite putter adjusted. The ball doesn't know if the putter costs $30 or $300! Also, work on speed. Too much speed will cause lots of lip-outs; however, if you're lipping out short putts, then you have an alignment issue.
Wait, maybe I'm the last person that should be dispensing putting advice since I putt like Segio myself!

the putter is the most crucial piece of equipment in the bag - it always amazes me that people will spend $300 on a driver that they may use 12-14 times per round and when it comes to putting, they don't see the importance - you should have a pro measure you up to get the putter length correct (33", 34" 35") and to see which putter is the one best for your stroke - blade, mallet, 2 ball, etc - if you are lipping out a lot of putts you might either be hitting the ball too hard or not holding the right line to the whole - a new putter and some practice will help you drain thosse putts - good luck

It sounds to me that you putting isn't that bad if you are just lipping them out..if you are truly a great putter..the putter doesn't make much difference..however you do make half of your strokes with your putter so you need one that you can stroke straight and one that you have confidence with..so get some loaners from the pro shop and take them to the practice green and compare them with yours see if you do any better..price and brand seem to make no difference..get the one that gives you the best results

If you're lipping out, you are at least hitting the hole. Assuming your stroke is sound, it helps to change putters every once in a while to instill confidence. Just don't get rid of the old putters because you'll always want to come back to them.

You are probably not playing enough break. As the ball slows down, the green's slope, and grain has more affect on your line.
Try a little trick, after you line up your putt, look only a the hole as you make your stroke, sort of like when you shoot pool and you concentrate on the object ball. Also line up your putt with your dominant eye. Keep your head down, and still ... until you hear it go in the cup.
Putters must fit properly. Get the right length, weight balance for a consistent stroke. Price has NOTHING to do with accuracy. The club must work for YOU.

The right putter can make a huge difference. If it isn't the right length you won't be able to put your eyes above the ball. I think you should get a professional fitting. I am going to get one for my wife soon.
