the currency rates change daily..but they haven't changed too much since july..i'm presuming you mean july.. as in the usa you eg would say today is 8/17/06 whereas in UK we would say 17/8/06.. the reason i say this, is becoz some may think you mean december 06 which obviously hasn't happened yet lol!
I use the website below for currency exchange rates..however the rate that is used on your receipt/credit card would be the one used on that day.. it might not show on receipt but it would on a bank statement.. you could maybe get the most accurate rate on your receipt gained when changing the currency over.
i presume you are meaning pounds as that rate would seem about right.
eg at today's rates for euros:
330.00 EUR
Euro = 423.275 USD
United States Dollars
1 EUR = 1.28265 USD 1 USD = 0.779635 EUR
and for BRITISH POUNDS it shows:
330.00 GBP
United Kingdom Pounds = 620.867 USD
United States Dollars
1 GBP = 1.88141 USD 1 USD = 0.531515 GBP

I like to use the Universal Currency Converter: www.xe.com/ucc/. However, it sounds like you actually spent 329.55 in British Pounds, not Euros. The UK has yet to join the European League, so they are still using their national currency. So, the total showing up in your bank account in US Dollars is probably correct when you're converting from Pounds to Dollars. A good rule I keep in mind is: Euros to Dollars is basically 1:1.3, and Pounds to Dollars 1:2.

The rate does change daily, but the fluctuations have not been that drastic over the past month - see currency conversion charts such as:
http://finance.yahoo.com/currency/convert?amt=329.55&from=EUR&to=USD
However, the conversion rate you quote looks waay too high.
Check first that there were no additional "conversion fees" added - some banks/cradit cards do that, and charge unreasonable rates. In best case scenario, there should be no conversion fee, but 1% fee is both frequent and reasonable.
However, since you mention UK -
check if the original currency was in British Pound, in which case the amount is about right - see:
