What is the degree of murder mean ,Is itmean the brutality of the murder? Is the punishment for the higher degree is more than the lower degree by the court?

Actually, 1st degree murder has the most severe penalty. It is usually premeditated or extremely brutal. 2nd degree murder is not premeditated but may occur out of anger or a similar situation. 1st degree is the only one that can carry the death penalty.
