no, stretching does not tone your muscles, it increases the range of motion in which your muscles can work effectively. if you want long toned muscles instead of short bulky muscles, do "power" work using lighter amounts of weight but in a wider range of motion. for example:
do a bicep curl using a lighter amount of weight but instead of doing a short intense curl... start the curl at your thigh and slowing go all the way to your shoulder while keeping your elbow next to your waist (if you have to move your elbow or lurch the weight up to the shoulder, go lighter for a few sessions)

stretching helps the body and muscles from cramping up and helps body pain . it doesn't really tone the muscles it just helps them relax while you are exercising. if you do. and if you do physical work.
