How old are these siblings? If they are under 10 then it is just play fighting and can be ignored. If they are over 10, then you may need to tell them that it is fine to be close, but not in a physical way.
There could be some "crushing" going on and they need to treat each other more as real brothers and sisters.

It is not inappropriate - the only reason people would perceive it as inappropriate is because they, themselves, are thinking pervertedly. Younger people - while aware of sex and themselves as naturally sexual beings, are interested in having fun. You should probably specifiy an age... but I really don't think it's a big deal - no matter the age. If they are having fun, let it be that.
