It's kinda like a cross between wtf and amazing (sarcastically).

So if someone cut you off, you might say wtf. But then you see that the person's on the phone, eating and driving with eyes closed. You could definitely say wtf again, but you could also say, go figure. Like what an idiot/amazing!

Two definitions: it means that , unlike most cases when the likely outcome of an "event" or the "action" of someone/thing is so understandable it's like figuring out an easy math problem, a particular event was unpredictable that you'd have to re-think every assumption about everything that could have an effect on the outcome to get the right answer; so you'd have to "go figure" it again; or it could be so off the wall that figuring it out is impossible, so "go figure" really means you can't figure because there is no logic and no way to get an answer.

It's an American phrase, but whenever I've come across it - which is OFTEN - it's used to mean something like "Who could understand that?" or "Why on earth would someone do that?"
Personally I'd probably say "What the heck do they think they're doing..!?" ... but then I'm not American..!

In that situation you'd mutter "go figure" before cursing out the thunder clouds
