passport office will do it, but it takes 5-6 weeks to get it back unless you pay a huge expedite fee and show proof you're traveling overseas within a week, I think. There's no state ID available for toddlers that I'm aware of
Otherwise you can laminate a copy of her birth certificate with a passport photo as part of the package.

It depends on the state but most state motor vehicle departments will issue non driver picture ID for any age. Contact your local DMV office.

Try the DMV. They make ID's for 16 year olds, so maybe they will make one for young children.
