Vodka has such a high alcohol content that it kills most living organisms (such as germs) in seconds.
Preferably it should not be used on open wounds for 3 reasons; 1) it is VERY expensive
2) it will sting like hell
3) it can be absorbed into the bloodstream and may make the person drunk (which in turn dilates blood vessels and can increase the likelihood of hypovolemic shock (bleeding to death)).
Alcohol, and therefore vodka, is best used to disinfect items which will be used in first aid if absolutely necessary.
Come on...saline or normal water is best and cheapest!

Yes. I have used it before and it works just as well. Its more of an old remedy so you probably wouldnt find any scientific evidence about it on the net. I know its documented that surgeons used whiskey to clean wounds way back when.

Not as good as soap & water but better than nothing...
Alcohol in an open wound is not a good idea..
Alcohol kills live / exposed tissue in the wound...

Vodka is alcohol, so yes it would be an acceptable substitute. However like alcohol it will hurt...a lot.
