God is outside of the boundaries of the physical world, so God has no gender. The only reason God is called "He" so often is because the English language has word for God (other than God) that wouldn't be offensive to God, so "He" is the most politically correct word there is to use for God. God only becomes a "He" in Christianity, where God is essentially turned into a male, being the Father, Son, and Holy Spirit.

Before I answer that question; one has to realize the word frequently translated god from the Hebrew (Genesis-Malachi) is plural (Elohiym; Strong's Concordance). If one is referring to God the Father, God the Son, or God the Holy Spirit (taken from the Greek language), any of these three are male spirits. Female spirits mentioned are Understanding, Wisdom, and Justice.

He has no gender, but for Human's sake, he is referred to as "He" in the Bible. Remember, God said "Let us make humans (both male and female) in "our" (referring to the Trinity) own image."
