depends on what "party a lot" means.

If it means going out, getting wasted and hooking up with people other than your SO, than yeah, that's a bad thing.

If it means having fun and social with your friends and your SO, than no, as long as you understand each other's needs and spend time doing things you both enjoy, than you should be fine.

I would say yes because you can get yourself into alot of trouble. Even if you don't do anything foolish - the appearance of looking like you did something foolish could get back to the person you're with. For instance, you've been seen partying with someone where it looks like you're closer than you should be. Someone tells the person you're in a serious relationship with and you're going to have trouble. Unless perhaps that serious relationship is not quite as serious as you say it is. Sounds to me like you're really saying - the relationship may not be as serious to you as it is to the other party.

No it is not a bad thing to party while you are dating. In fact, I strongly recommend it. Once you are married, your partying opportunities will be very limited.
