She said he told her to ask me if I want to go out with him. This happened like more than a week ago and I was just told yesterday. But in the past week, everytime I ran into this person, he seemed quiet, never looked at me and just seemed like he was uninterested. It just didn't seem like he liked me. Was my friend lying about him or are these the kind of things some guys would do if they like you?

Regardless of gender both males and females can be shy. He might really want to talk to you, but he is fearfull of what he might say. He may want you to make the first move, some men like feeling chased. Finally, If you are comfortable with it, just strike up a conversation with him, see if he warms up.
Don't let the gender profile throw you, Guys like to feel dominant in some ways. Just try and cut through that.

Maybe your friend lied or this Guy is really shy. This isn't the old days where guys only approached the women, but now women can approach a man. Do that and get it out the way, just ask him!
