Try KENTUCKY. We have a good combination of a strong economy with a reasonable cost of living. Louisville has an average high of 88 in July & 44 in January. It has one of the best park systems in the US, older ones were designed by Frederick Olmstead, & a series of new waterfront parks completed in the past 20 years. The unemployment rate is only 3%.

Louisville has 5 NPR stations, the largest outdoor art festival in the US, the largest Victorian Historic District in the US, & many safe & affordable historic neighborhoods near downtown. There is a three mile nightclub/ restaurant/ eccelctic shopping corrider in Bardstown Rd. It is only 50 minutes from the Horse Farm Country & 1 1/2 hours from Mammoth Cave National Park.

Unfortunately the west coast generally has the best climate (I love Seattle) but it's not cheap. Anywhere in the South has milder winters, and a lot of the South is cheaper to live, but can be very hot and humid in the summers. The Midwest is also generally cheaper but can have very cold winters AND hot summers. And the Northeast as well. I live in Boston which has hot summers and cold winters, although I love the cold weather - and it also has a lot of culture and it's a gorgeous city - but also very expensive. So unfortunately to live in the "best" areas it's fairly expensive.

Seattle is still one of my favorite cities though. Not too hot in the summer or cold in the winter. I hear Portland, Oregon is nice... not sure how expensive though.

Anywhere in the Pacific Northwest - Washington, Oregon, Idaho and Montana.
The climate nearer the coast (Seattle and Portland and all surrounding areas) is very mild. Average winter highs near 50, average summer highs in the 70s. It is cloudy a lot, but it doesn't rain as much as people think.

The cost of living is not the lowest in the US, but it is moderate. It's certainly much cheaper than California, Florida or anywhere in the NorthEast.

Of course, the further away from a big city you get, the cheaper the cost of housing is.

#1 is Corpus Christi Texas. Only drawback is # of hispanics means you should speak their language. Cheap House costs. Can find 3 bedrooms/two baths/w two car garage for under $80,000 in nice neighboorhoods. Good flood insurance records and rates for hurricanes which are rare. Two near misses in last 100 years. Year round gulf swimming. Avg summer 93 degrees with 63% humidity. Avg winter about 67. Protected behind South Padre Island with good ocean breezes all the time. Highly rated by AARP.

You're probably looking at a Kentucky, West Virginia, or Virginia outside the Beltway area.
