You use the phrase "pro-illegal". By the choice of words, you seem to be referring to people who advocate for illegal activity.
Are you referring to any particular illegal activity. Child molestation. Warrantless wiretapping. Grand theft auto. Or just any illegal activity in general?
But to answer your question, the best places to check for people who advocate illegal activity are jails, drug labs, and those in political power.
