On Antiques Road Show in Miami a woman had a large picture of a little girl with waves splashing on her that was also a cover of the Saturday Evening Post in 1921. Who was the artist who painted it?

No, it wasn't Rockwell. It was a female artist. For the life of me I can't remember her name. She was known but first, middle and last name and I'm pretty sure they all started with S (like Sarah Sue Sheldon).

Rockwell only painted one cover that year.

Check out JACKSON, E. M., Neysa McMein, too.
Added: Rockwell did several in 1921, but there were more than a dozen artists that year.

It could be Norman Rockwell, he is the best known illustrator for Saturday Evening Post covers.
