in the western times women were mostly blond well the really hot ones and they would date normal guys only rich guys and used them for there money so the other women would makes jokes about them

blonde hair used to be seen as a sign of wealth amoung some rich families so those who were not rich made jokes about how dumb they were because they didn't like the rich people.

Not too sure, but I would assume they started around the "Marilyn Monroe" Era. Thats when blondes thought it was easier to get things they wanted by acting dumb. Example...Jessica Simpson.
