i am making some assumptions here,
that someone said to you "Are late birthday greetings in order?"

it is a slightly odd way to say, "did you have your birthday? did I miss it?"

or even a way to ask "did you celebrate your birthday this year, or did you decide to skip it."

it is kind of a weird question, oddly phrased. I don't know about the circumstances, but it sounds like either a formal question from a formal speaker, perhaps much older than you. 0r a snide comment from someone insulting your age - as if you don't count all your birthdays.

Or someone who was nervous and the question just came out badly.

"in order" often means "should be done". In this case, it sounds like someone is asking if late birthday greeting should be given to the person whose birthday was missed.

What does that mean? Are you with us? Absolutely late bday greetings are in order ! Go to a card rack, and guess what? There are cards that say, "sorry I forgot your birthday".
The person you forgot will appreciate the thought. Better late than never.

The person who asked this question wants to know if they missed the right time to wish you a happy birthday (this is another way of saying "Did I miss your birthday? oh well, hope it was happy").
They are probably a friend or relative you don't see often.
Or they may be a person with a crush on you. What makes me say that? Because some folks use the guise of "Birthday Kisses" as an excuse to make out with whomever they are infatuated , hoping that chemistry will happen.
For your sake, I hope they don't give you "Birthday Whacks", unless you're into that sort of thing.

It means if you forgot is it better to play dumb and pretend you didn't remember at all or should you go ahead an spend a couple of bucks.
