I am assuming that by "doesn't pay me enough", you mean "doesn't pay me what I think I am worth". Because why on earth wouldn't you just find another job if you actually weren't getting paid enough.
It's likely that your boss disagrees with you on your "worth".
That is about all I have to objectively offer. I have assumptions about your worth based on the question. Keep in mind, a problem usually has more than one side.
