There's more to a person (or a girl) than the colors of her hair and eyes. I would look at the whole package - the personality, the looks, her views in life, and all the other stuff.

Assuming they are both beautiful, i would pick the light brown hair with any eye color besides red, lol, although i do like green eyes

Guys NEVER notice eye colour, unless we're specifically asked to, and hair colour is number 94 on the attractiveness check list (and that is a matter of individual taste - me, I'd go for brown hair - all other factors being equal)
