Rarely does anyone get "FREE" college. And if they do, they may well have earned it through outstanding scholarship. I'm not sure how "people cheat the system" as you say. You don't make that very clear. Just because you come from a hard working family does not entitle you to a fee college education. You need to pay for it as others do while you hopefully receive some financial aid from the school you will attend. You sound bitter. Don't be. Make lemonade out of what you see as lemons in your life.
Cheers!!!

College is free for everyone here. However, studies show that even this way only the upper income class has good chances of finishing, because others have to leave to work and support the family.
When I started college my family didn't have enoguh money to eat everyday. However, I was rejected for financial aid because the social assistant said I could have a job as a writer (pathetic ignorant *****) and that my family had chances of improving the situation soon. I was completely honest the first time and lied as much as possible the second. Failed anyway.
From my experience (later, as a delegate from the Uruguayan University Students Federation) in the University Welfare Office, I would say that happens because many people knows the social assistants and get to influence them.
Yes, the SA only give the aid to the nephew of some Jane Doe who was her schoolmate or to the son of the senator John Doe. That's what happens.
At least in Uruguay.
Try the sholarships to study abroad, like in Italy, China or Germany. If you are not from USA you may think in Cuba too. Very few people asks for these scholarships and they cover full expenses.

I feel that pain. I am a senior at the top of my class, from a white middle class family. I have done well in school, joined all the right activities, etc., and now I will get nothing but the self satisfaction of trying to get money. This system is awful. People at my school who have never tried, who have failed where I have succeeded will end up with a free ride while people who tried will get a life's worth of student loans.
Sorry I got a littel angry responding to this, because I have been looking into this for a week to no avail.

Many middle class families do not qualify for financial aid, especially in the public college system. Many state colleges rely on out-of-state students to fill their coffers.
Your chances may be better in the private college system because those universities look for a well rounded student body. Plus, everyone pays the same tuition.

If you have no qulaifications, you can get an Individual Learning Account and they pay half your fees.
You can ask Learn Direct if you need any further info on this.
Non-UK residents have to pay around £4000 for a 2 year part time course.
I think the idea for the people claiming benefits is to try and better themselves so it enables them to get a job.
It also makes me pig sick that we, as working families, have to struggle financially if we want too better ourselves. I was hoping to go into nursing, but the bursary isn't enough for our family to keep our heads above water, but if I was unemployed, It wouldn't be a problem as I would gain in other benefits.
I blame Thatcher!!

Free college, what a concept unfortunatley it brings to mind "you get what you pay for" and reminds me that if it is worth having it is worth working for. Education is and investment. the first step in the Financial aid chain is filling out a fafsa to see if the student qualifies for gov. funds to help with tuition there are also many opportunities to apply for other grants and scholarships. fastweb is one such site , fill out the questionare and it will sift through limitless scholarships available that might meet your criteria. the process is time consuming and should be started while your student is still in high school.

Sucks, doesn't it? I had the choice of a $500 academic scholarship, a $1500 pell grant, or a fully-funded long-term loan?

They get it because they cheat the system. If you cheated the system you would get it too.

Ask your local LIBERAL politician.
It seems Republican take care of the rich, Democrats take care of the poor. Everyone in the middle takes care of everybody.
