You make it sound simple. But there is a lot of risk calculation involved. There's also the background checking to make sure that you aren't commiting fraud by believing what your custmers say. Never mind the cash handling and having to deal with claims settlements.
Heck if it were as easy as you say, everybody should just put the money in the bank in case they have an accident. Then everybody could just work the details out between themselves.

By strict definition a license is issued by competent authority granting permission to someone to engage in activity that is otherwise illegal.

Strictly speaking, nobody needs a license to trade their time of life for renumeration they deem just and fair.

Misrepresentation, however, is fraud. So if you sell insurance without a license, don't ever say you are licensed.

I operated a business out of my home for years and everyone assumed I had a license because many in my line of work had a license. I never claimed to have a license and always answered "no" when I was asked. Nothing adverse ever came of it. Working is a right and cannot be regulated or taxed.

Most companies that have degree requirements are just using the Universities to weed out people for them. People that have degrees typically went through quite a lot to get them, and this changes them. It shows that they can stick with a plan for several years which shows a level of commitment and they typically carry a high level of professionalism that is not obvious in someone with out a degree. Not only that, it shows that they can navigate a mirad of challenges that are not always clear as to why you are doing them. It shows that they can also whack their way through a lot of red tape to get something done. Those of us with degrees are very proud of the work that we went through to get them, and companies, when offered a choice, would rather hire someone that has already proven themselves on some level. That's why an @ssload of experience can sometimes compensate for the degree.

Also, there's an ton of laws and legal crap to go through in selling insurance, that's why you need a license.
